Title 5 Inspections Can Be Delayed If Weather Prevents It Before A Sale

Down to Earth Construction Services are pleased that winter and its weather are just a distant memory and we can enjoy our New England summer. But we all know that just because it is summer that doesn’t mean that we can totally forget about what mother nature can bring and summer storms are always a possibility. Massachusetts Title 5 Inspections Include A Variety Of Information On Your Septic System

Down to Earth Construction Services has Title 5 Inspections scheduled today in Hingham, Holliston, Millis, Canton, Sharon, Foxboro and Stoughton MA. A Title 5 Inspection includes:

  • General layout of the system components (location of the building sewer, septic tank or cesspool, distribution box and leaching field);
  • Type of use (e.g., house, school, retail space), Title 5 design flow, and whether the facility is presently occupied;
  • Analysis of the criteria specified in Title 5 that indicate system failure, and, for large systems, those which indicate threats to public health and the environment;
  • Water use records from the previous two years, if available;
  • A description of the septic tank, including its condition, approximate age, thickness of grease/scum layer, and other relevant information;
  • A characterization of the distribution box and dosing tanks with pumps, if any, such as condition and evidence of solids carryover or backup; and
  • The condition of the soil absorption system including, any signs of hydraulic failure.

There Are A Variety of Instances In Massachusetts When You Are Required To Have A Septic Inspection

The reasons that people schedule inspections are not only because they are selling their home and require an inspection before they can sell. A septic inspection is required in Massachusetts:

 

  • Within 2 years before a sale. If weather conditions prevent inspection at the time of a sale, the inspection must take place within 6 months afterward.

  • When there is a proposed change to the facility which requires a building or occupancy permit.

  • Any change in the footprint of a building, to make sure that new building construction will not take place on top of any system components or on the system’s reserve area.

  • For large systems with a design flow of 10,000 to 15,000 gallons per day or more at full build-out, on the basin schedule shown in 310 CMR 15.301(6), and every five years thereafter.

  • Every 3 years for shared systems.

  • When the property is divided, or ownership of 2 or more properties is combined.

  • When MassDEP or the local Board of Health orders an inspection.

Septic Inspections for Property Owners Who Are Selling

Down to Earth Constructions Services in addition to installing and repairing septic systems also has licensed septic inspectors who can provide septic inspections and septic assessments when requested. The majority of our septic system inspections are carried out because a property owner is selling their property and it has not had an inspection within the last 2 years so it is required to have one. Our inspector will use use the MassDEP-approved inspection form and submit it within 30 days of the inspection. For most systems, the Inspector is responsible for submitting the inspection report directly to the Board of Health. The buyer must also receive a copy from the seller of the property. In some cases, inspection reports must be submitted to authorities other than the Board of Health.
