Title 5 Septic Inspections To Keep Everyone Safe

Down to Earth Construction Services carry out many Title 5 septic inspections for property owners in Massachusetts. Title 5 is the regulation of the Massachusetts State Environmental Code 310 CMR 15.000 which protects communities and environments from the potential hazards of on-site wastewater disposal systems (septic systems). Septic systems are to be properly located, built and maintained to effectively treat wastewater so as not to cause health risks to humans and animals or environmental problems which can result from the pathogenic elements as well as harsh pollutants present in wastewater.

The most common instance for a Title 5 Inspection to be requested from us is when a home or commercial property is being sold and it is required that a septic inspection be carried out. The seller is typically responsible for arranging and completing the septic system inspection with a licensed Massachusetts Title 5 Inspector.

 

The times that Title 5 requires a septic inspection are as follows:

 

  • Within 2 years before a sale. If weather conditions prevent inspection at the time of a sale, the inspection must take place within 6 months afterward.

  •     When there is a proposed change to the facility which requires a building or occupancy permit.

  •     Any change in the footprint of a building, to make sure that new building construction will not take place on top of any system components or on the system’s reserve area.

  •     For large systems with a design flow of 10,000 to 15,000 gallons per day or more at full build-out, on the basin schedule shown in 310 CMR 15.301(6), and every five years thereafter.

  •     Every 3 years for shared systems.

  •     When the property is divided, or ownership of 2 or more properties is combined.

  •     When MassDEP or the local Board of Health orders an inspection.

Septic Repairs Including A Baffle Replacement in North Attleboro

Down to Earth Construction Services have the experience and knowledge to identify and repair septic problems when they arise for our customers. Today we are replacing an outlet baffle for a customer in North Attleboro, MA. The outlet baffle directs the flow of effluent from the tank to the drainfield or leach field; it prevents the scum layer from going straight into the outlet pipe and causing drainfield clogs and premature system failure. Our customer had noticed sewage smells coming from their septic system and chose to contact us to investigate the issue. We were able to determine that the cause was a defective outlet baffle and will be able to replace the baffle and therefore ensure that the smell will disappear but more importantly there won’t be any larger and more serious problems created by this issue. Septic System Repairs Including a D-Box Replacement

Down to Earth Construction Services can provide our customers with septic system repairs on all parts of their system. Today we are replacing a d-box for a customer in Sharon MA. A septic distribution box (D-Box) is a container used to receive septic system effluent from a septic tank and to re-distribute the effluent into a network of attached drain field or leach field absorption trenches and pipes. The D-box works by gravity, flowing effluent into the drainfield (or leach field) piping network. It must be installed correctly to ensure that it distributes evenly. We are also assisting our customer with locating their leach field for easement and have the appropriate permission from their neighbour to do so. This may seem unnecessary but if a homeowner has moved into a property but was not provided with property designs or as built drawings for their property they may be unaware of the location of their septic system components. If your septic system is working correctly there should be very little evidence of the location of a leach field. However we have extensive experience with septic systems so will be able to locate a leach field when a homeowner may not be able to do so. Massachusetts Title 5 Inspections Include A Variety Of Information On Your Septic System

Down to Earth Construction Services has Title 5 Inspections scheduled today in Hingham, Holliston, Millis, Canton, Sharon, Foxboro and Stoughton MA. A Title 5 Inspection includes:

  • General layout of the system components (location of the building sewer, septic tank or cesspool, distribution box and leaching field);
  • Type of use (e.g., house, school, retail space), Title 5 design flow, and whether the facility is presently occupied;
  • Analysis of the criteria specified in Title 5 that indicate system failure, and, for large systems, those which indicate threats to public health and the environment;
  • Water use records from the previous two years, if available;
  • A description of the septic tank, including its condition, approximate age, thickness of grease/scum layer, and other relevant information;
  • A characterization of the distribution box and dosing tanks with pumps, if any, such as condition and evidence of solids carryover or backup; and
  • The condition of the soil absorption system including, any signs of hydraulic failure.

Cesspool Services Ensure That Your Cesspool Continues To Operate Correctly

Down to Earth Construction Services work with many customers that don’t have conventional septic systems on their property but instead have a cesspool. As stated on the Mass Gov website:

“A cesspool is a pit which acts as both a settling chamber for solids and a leaching system for liquids. The use of cesspools may overload the capacity of the soil to remove bacteria, viruses, and phosphorus, and to nitrify ammonia and organic nitrogen compounds. A conventional septic system has a tank where solids can settle and begin to degrade, a distribution box, and a soil absorption system (SAS) that further treats the effluent by removing some of the bacteria, viruses, phosphorus, and nitrogen.”

Although cesspool are now not installed because there are more efficient and environmentally conscious alternatives Massachusetts does not always require cesspools to be replaced. They state that:

“Only those cesspools that exhibit signs of hydraulic failure, are located extremely close to private or public water supplies, or otherwise fail to protect or pose a threat to public health, safety or the environment will need to be upgraded (310 CMR 15.303). Also, cesspools must be upgraded prior to an increase in design flow (e.g., the addition of a bedroom to a home or seats to a restaurant).”

Make The Title 5 Inspection The Easy Part Of Selling Your Home

So unless you bought your property within the last two years it is unlikely that you will have a current Title 5 Septic Inspection. However the good news is that once you have your inspection done it will last for two years. Therefore it is something that you can have done as soon as you decide to sell and is likely to remain valid until your sale goes through. This means that you can get at least this item checked off you sale ‘todo list’ nice and early. Once it is done you don’t need to be concerned that it will hold up a sale later on and it is a great selling point for potential buyers. If buyers are looking at your home, especially if they have not had a property with its own septic system before, knowing that it has passed an inspection can alleviate any concerns and ensure that it is not a negative point for a buyer.
