What To Expect When You Have A Title 5 Inspection

Down to Earth Construction Services know that most people will only ever need to have a Title 5 Inspection (sometimes called a Title V Inspection) done when they sell a home with a septic system and, unless they move a lot, they are unlikely to need to have one done many times. Therefore it stands to reason that most people do not know what to expect when they schedule a septic inspection or even how to prepare for one. We have had more than one customer assume that a septic system should be pumped before an inspection takes places so that we can ‘see’ what we are inspecting. The is absolutely not the case. The State of Massachusetts requires that your system be inspected under “normal use conditions” for a minimum of 2 weeks or more. We regularly pump septic systems for customers after they have had their Title 5 septic inspection once it has passed however. Today we have Title 5 Inspection appointments scheduled in Stoughton, Canton, Sharon, Mansfield and East Bridgewater MA. This is what our customers can expect from their an official Title 5 Septic Inspection – the inspector will:

 

  • conduct an interview with the property owner

  • research the paperwork for your property at your city’s Board of Health Department

  • survey the general size of the building or list a summary of the number of bedrooms

  • inspects the connection from the house/building to the system

  • inspects the inlet/outlet of the septic tank

  • examines the integrity of the tank

  • measures the liquid/contents of the tank

  • examines the integrity of the distribution box

  • measures the liquid/contents of the distribution box

  • checks the soil absorption system (SAS) condition

  • checks the relation of the system’s water table to the SAS

  • examines the integrity of the pipes using a special “sewer cam” (our specialty service, not required by the state)

  • provides an official 17-page document to the local approving authority and the owner, including all findings and a detailed sketch of the system

Make The Title 5 Inspection The Easy Part Of Selling Your Home

Down to Earth Construction Services know that when it is time to sell your house that you suddenly have an awful lot if things to organise. You might have decorating or DIY jobs to finish, you will probably need to ‘declutter’, you’ll need to find a realtor and these are just the first things you will need to action. The further along you get in the process the more you will have to do, especially if you are also buying a home too. One more thing that you will probably need to organise, if you home is serviced by a septic system, is your Title 5 Inspection. In Massachusetts it is required that a septic inspection happens:

So unless you bought your property within the last two years it is unlikely that you will have a current Title 5 Septic Inspection. However the good news is that once you have your inspection done it will last for two years. Therefore it is something that you can have done as soon as you decide to sell and is likely to remain valid until your sale goes through. This means that you can get at least this item checked off you sale ‘todo list’ nice and early. Once it is done you don’t need to be concerned that it will hold up a sale later on and it is a great selling point for potential buyers. If buyers are looking at your home, especially if they have not had a property with its own septic system before, knowing that it has passed an inspection can alleviate any concerns and ensure that it is not a negative point for a buyer. Title 5 Septic Inspections When you Are Buying Or Selling A Home Do Not Need To Be Another Problem

Down To Earth Construction Services knows that purchasing a home is an incredibly stressful thing to do. Whether it is your first home or your fifteenth there is always a lot of moving parts to coordinate and this is doubly true if you are also selling a property at the same time. If the property your are buying or selling also has a septic system you are required in Massachusetts to have a Title 5 Septic Inspection on that system before Title transfer can take place. As stated on the Mas Gov website:

 

“The property owner or operator is responsible for arranging the inspection. The buyer and seller may change the responsibility for arranging the inspection prior to title transfer, provided that this change is put in writing and that the inspection still occurs within the specified timeframes.

The purpose of the inspection is to determine if the system in its current condition can protect public health and the environment. The inspection does not guarantee that the system will continue to function adequately, or that the system will not fail at a later date. This is particularly important if you plan to increase the flow to the system.

The inspection includes determining the location and condition of cesspools, septic tanks and distribution boxes. Often, this will not require extensive excavation.”

We know that when you are selling or buying a property schedules have to be kept and hold ups can cause repercussions with sales and purchases. Voluntary Septic Assessment Carried out Today in Norton MA

Down to Earth Construction Services has septic Inspections scheduled today in Bridgewater, Mansfield, Sharon, Franklin and Foxboro MA. If you have a septic system it is required in Massachusetts that you have your septic inspected:

 

  • Within 2 years before a sale. If weather conditions prevent inspection at the time of a sale, the inspection must take place within 6 months afterward.

  • When there is a proposed change to the facility which requires a building or occupancy permit.

  • Any change in the footprint of a building, to make sure that new building construction will not take place on top of any system components or on the system’s reserve area.

  • For large systems with a design flow of 10,000 to 15,000 gallons per day or more at full build-out, on the basin schedule shown in 310 CMR 15.301(6), and every five years thereafter.

  • Every 3 years for shared systems.

  • When the property is divided, or ownership of 2 or more properties is combined.

Most of the inspections that we carry out for property owners are for people who are selling their property and need their septic to be inspected before Title transfer can take place. However what some people do not realize is that we also carry out voluntary septic assessments. Property owners can hire a licensed inspector to perform Confidential Voluntary Septic Assessments of their septic systems. These inspections are completed just as they would be according to the Title 5 Inspections required by the State of Massachusetts, but the findings are NOT reported to any other person, municipality or office outside of the homeowner. Once the inspection is complete, the homeowner will receive a thorough report along with an assessment of the findings and some recommendations on how to properly maintain or repair their septic system. The recommendations provided by Down to Earth Construction Services are designed to increase longevity and prevent future issues, such as property damage, high cost repairs or system replacement.

Winter Weather Can Disrupt Title 5 Inspections

Down to Earth Construction Services were as surprised as many of our customers about the amount of snow that fell in this region overnight. Unfortunately some of the Title 5 Inspections that we had scheduled in Marion, Mattapoisett, Swansea, Fairhaven and Fall River could not take place because our customers could not get to the site or the septic system could not be accessed. However whether our inspector or customer can not get to the location of the inspection due to weather conditions or if the septic system is not accessible or for another reason there is no need for property owners to panic when they need the septic inspection for a property sale. Massachusetts Office of Energy and Environmental Affairs know that we live in a state where the weather can, a regularly does, effect plans. Therefore it is stated on the Mas Gov website:

Melting Snow Means That Title 5 Septic Inspections Resume

Down to Earth Construction Services are pleased that the majority of snow finally melted over the weekend. Although we can still carry out septic services in winter some tasks can’t be done when the ground is frozen and covered in over foot of snow. However we know that while winter can slow a lot of things down people still need to move house and if they have a septic system in Massachusetts they are required to have a Title 5 Septic Inspection done. Thankfully the regulations acknowledge that living in New England sometimes means that the weather will play a factor in planning so it is stated on the Massachusetts Government Website that”

Title 5 Septic Inspections Carried Out In Central Massachusetts

 

Down to Earth Construction Services  know that moving home at any time of the year is a stressful and time consuming business. If you are selling a home in addition to buying a home this just seems to double the workload. Therefore we try to make one small part of your move as painless as possible. If you are selling a home with a septic system in Massachusetts you are likely to need to have a Title 5 Inspection. As stated on the Mass Gov Website:

 

“In order to ensure that septic systems (conventional septic systems, cesspools, and innovative/alternative systems) are protective of human health and the environment, MassDEP generally requires that systems be inspected when a property is sold.

When is an inspection required?
When a property is sold to new owners, or there otherwise is a transfer of title to new owners, with certain exceptions.
“Title 5 does not require a system inspection if the transfer is of residential real property, and is between the following relationships:
(1) between current spouses;
(2) between parents and their children;
(3) between full siblings; and
(4) where the grantor transfers the real property to be held in a revocable or irrevocable trust, where at least one of the designated beneficiaries is of the first degree of relationship to the grantor”.
